Key points

  • The United States and Finland signed two memoranda of understanding: a critical minerals framework and a Technology Prosperity Deal.
  • The technology deal covers artificial intelligence, connectivity, quantum computing, semiconductors, and biotechnology.
  • The two countries aim to jointly finance exports of trusted technology to third countries.
  • Cooperation includes coordinating positions in international telecommunications standards bodies.

U.S. Secretary of State Marco Rubio and Finnish Foreign Minister Elina Valtonen signed two memoranda of understanding in Washington. The ceremony took place on October 29, 2026, in the Colin L. Powell Treaty Room at the State Department.

The first document is a framework on critical minerals, raw materials essential to making semiconductors, batteries, defense systems, and energy infrastructure. Rubio highlighted Finland's expertise in mining, refining, and processing.

The second is the so-called Technology Prosperity Deal. Its goal is to accelerate the development and adoption of emerging technologies such as artificial intelligence, telecommunications networks, quantum computing, advanced energy, semiconductors, biotechnology, and space systems. According to the text, the two governments plan to jointly finance the export of trusted technology to priority markets in third countries and to coordinate their positions in international bodies that set telecommunications standards.

Valtonen said bilateral trade in goods and services has grown by more than 60 percent in recent years, and U.S. direct investment in Finland has more than doubled. She also mentioned cooperation on icebreakers, industry, defense, and the Arctic.

Both officials described the agreements as an important step in the bilateral relationship and said cooperation will continue in the months and years ahead.
